After studying this amazingly long sentence, please focus on the last phase “with the sum of such tax to increase only if and as new land or real property improvements not previously taxed by the school district are added to its tax list”
The school district claims this means the tax is only on new construction. We don’t see the words “only on new construction” or anything close to that. It appears the tax can increase on any real property improvement not already taxed. Does that include a fence, a shed, a pool, a remodel? It is entirely up for interpretation. When the language is unclear, lawyers and courts decide. Who do you believe will win that? The schools and their lawyers or you and your lawyer.
